RBK Daily reports that Ministry for Economic Development is for establishing expert council for providing tax benefits to innovators. It is presumed that it will be arranged either under Federal Tax Service or under President Commission for Modernization. According to the publication, perceptions regarding the work of council are already rather definite, but terms of its establishment are not clear. According to agreement with the Ministry of Finance and to how soon the new amendments to the RF Tax Code are accepted.

Head of FBK-Legal Financial Investigation Practice, Alexander Sotov envisages in intention of the Ministry for Economic Development willingness to get to practice of providing individual benefits. “This is like specific provision of benefits, or else “manual control over taxation”, the expert noted. At the moment, providing individual benefits to companies is banned, so, suggestion to consider this issue is not the worst alternative”, Alexander Sotov considers. In his opinion, the Council will “by hand” determine whether a company is innovational or not. “If at the moment it is impossible to elaborate statutory provision that allows by 100% determine that a company is innovative, in such conditions, individual distribution of certificates is at least a decision. This will relieve company from lots of disputes”, Alexander Sotov emphasized.
